Wouldn’t it be an easier route to have the state parks just expand it’s boundaries instead of going the “National” route???
Our answer on this is:
The TPWD FMSP cannot extend their boundaries without 100% clean-up of the 7,081 acres upon ownership. Clean-up of the entire site would destroy the existing habitat since clean-up cold entail scrapping the entire surface which is not practical and is cost prohibitive. BLM does not have to have 100% of the land cleared upon ownership, they can have a plan to clean-up specific trials while working to make other areas accessible over time. A great example is Fort Ord, CA.
